Routing between different session-agent using Routing License.

Hi

I want to route calls between two different session agents. I don't have session agent group license however i have routing license. can anybody guide me how can i accomplish this task?

 

One way i am looking is to use 'cost' option in local-policy. but not sure on what responce will cost be functional.

 

One more thing i have noticed is that my session-agent is always in service even if this session-agent is not reachable from SBC.
