Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. static flow in ESD-SE

I confiured a static flow in ESD-SE,the access network-interface is 10.1.1.10 and the in-destination is 10.1.1.10:4199.

i can telnet 10.1.1.10 23 but cannot telnet 10.1.1.10:4199 .what might be the cause?
