wildcard for local-policy next-hop?

I haven't seen such as thing in any of my training, documentation, or the BCP guides as using a wildcard (*) for a next-hop. However, it is in Metaswitch's BCP recommendations for access/peering hybrid environment. My searches don't seem to be getting my anywhere for once. Can someone point me to a souce describing how this functions? Does it just use whatever sip-port is used on that particular realm? Which sip-port is used if there are multiple?
