Reject a message with an escaped character in the uri-user-only

Is it possible to look for any escaped character in the uri user and reject that message?  I guess I am asking, by the time the HMR is invoked, has the ACME already converted the escaped charater or what do I look for exactly in that field - the escaped character or the ASCII character?
