Query regarding testing HMR using in-built test functionality

I am facing issues while testing the HMR using inbuilt tool, the steps followed are as follows

 

01. Created a sip-manipulation rule named 'testHMR' with one header-rule and one element rule

02. sip-manipulation not assigned to any realm or sip-interface or session-agent

03. Config saved, verified and activated as well

04. But when I try to assign the newly created sip-manipulation under session-router > test-sip-manipulation > sip-manipulation, it displays sip-manipulation: testHMR not found.

 

I am attempting this on Net-Net 6300 SCZ7.1.2

 

Query: Can someone guide if I am missing any basic thing to test this successfully?
