486 busy message is not getting passed towards Access Side- Need to Verify the Manipulation rule

Hi Team,

 

Please go through the attached trace, where the 486 busy message was not passed towards access side due to the HMR configured for suppressing “183 message” without SDP.

 

As per Manipulation rule, we are changng the 183 without SDP to 699 and drop the 699 by option message in the session agent of the signalling IP.

 

Need to know, why the 486 message is not passing to access side. Is it any software bug or issue with the manipulation rule .
