SIP-Manipulation rule for matching "TO" field with "RURI"

When calls come in to our ACME and running some traces we noticed that call routes based on the "To" field in the INVITE message and not based on request URI.

This is a problem as it is playing wrong announcement because of that. The only option to solve this problem I assume is this => changing "To" field equal to the "Request URI" when sending the INVITE from ACME to Session Manager.  We created SIP-Manipulation Rule but seems to be something wrong with that.  Here is what we created.  Please assist to correct it.
