HMR to change Cisco MOH media direction to a=sendonly

I am fairly new to HMR's and could use help on the following.  When a call is put on hold from CUCM 9.1.2  the Re-INVITE  is sent with a=recvonly.  I'm hoping to modify this to a=sendonly in hopes the MOH stream will flow.
