Convert 180 responses from port 5066 to 699

Hey all,

I have an issue where a machine is sending back a 180 response when it shouldn't be. These are sent from a process who uses port 5066. Our idea is to change these responses to 699, then configure our SBC to drop all 699 packets. Here is what I have so far for the HMR:
