HMR to check for message-summary and reply with 487

Hello, I have created following HMR which look for NOTIFY with event=message-summary (o) and reply with 487 Request Terminated. When I tried this HMR within test-sip-manipulation its working fine but when I send similar message through SBC HMR didn't take affect. The scenario is to SBC reply with 487 request terminated whenever it receive NOTIFY with o=message-summary from IMS core.
