Create HMR to find cell phone oli and change destination

I need to route cell phone traffic dialing a specific number to a different destination than non cell phone traffic.  The one way I thought about doing this is by creating an HMR to find the oli=62 for example and then changing the To destination.  Then I can go and create a local-policy with the new To destined for the same number and route it differently.

 

I just need the HMR to do this.  Can you guys help?
