HMR to insert Diversion header

Hello Everyone,

 

     I am trying to find an example of a header manipulation that will insert a division header with a specific phone number if none is provided. Does anyone have any experience with this by chance and could share their info please? Not having much luck on figuring out how to implement. Thanks!
