HMR to add/remove digits from TO header

Hello,

 

I was trying to create an HMR which does following,

 

1. If uri-user within TO header receives 10 digits (npa-nxx) then add "1" i.e. after HMR manipulation the output will be (1 npa-nxx)

2. If ur-user within TO header receives E.164 (+1 npa-nxx) then remove "+" i.e. after HMR manipulation the output will be (1 npa-nxx)

 

I was able to create following HMR but not sure about match-value, can you please help with match-value on this HMR based on requirements? If you want to modify the rule or any suggestion please feel free to chime in.
