HMR to check if there is a prefix + and if not prepend +

Hi guys 

 

I've HMRs to replace stuff on the headers but cannot get this working. I want to prepend + to ReqURI and To headers if it doesn't already exist.  Can someone provide an example element rule to check if there is a + and then prepend + if there is not.
