Simple HMR config implementation issue

I looked around a bunch for the information that might help me resolve my issue, but without success.  So here I am making my first post on this board.  I have an existing HMR which ACME helped us create on our Net-Net 4500 boxes.  I have a client that wants to do exactly the same thing, so I used the existing rule as a template and substituted the "name" field with something new and unique throughout the new config.  When trying to apply the configuration, in the new-value and match-value fields, the config is rejected wherever there is a "$"
