How to determine correct value for untrusted-signal-threshold?

Hello,

What is the correct procedure to determine the value for untrusted-signal-threshold?

The value was set to 5 but lately we were having some issues with one UA in Brazil being alway put on Black-List due to exceeding the signaling threshold. After increasing the value to 10 it was working fine but now is the question if it's save to leave it like that. Unfortunately, the UA was removed from the location and further troubleshooting is not possible to find out why it was exceeding this threshold. The access-control-trust-level is set to low.

Would it be best to return this value to 5?
