help setting up basic white list/black list

Our tech who worked on our Acme has left our company and left me holding the bag.  I have read through the docs on creating white list/black lists however I would feel more comfortable having a professional do the work.  I am looking for someone we can pay to implement this.

 

I also need to make the system black list any ip that trys to register and fails.
