IKEv1/IPSec when ike-mode is an initiator?

I tested IKEv1/IPSec when I configured "ike-mode initiator" in the LAB, but I have a quick question. SBC never send out ISAKMP to peer if the IKE-interface and SIP-interface is a differnt IP address. Do you have any experience or information why the IP address of IKE-interface and SIP-interface should be a same when the ike-mode is an initiator?
