NetNet 4250 Configuration for Sip Binding

I'm a novice when it comes to these SBC's. I'd like to set up a SIP binding to a remote PBX from our Metaswitch through the SBC. I've created the SIP Binding, but I'm not sure what to do in the SBC to allow the sessions to initiate. When I test on the remote device I get 403 Forbidden from the SBC interface.

 

In the past it seems the previouse engineer set up a new realm for each...I don't think this is best practice, but I'm not sure. I would like to know what best practice is. Can I use a session agent, access control, or local policy to allow the remote PBX through the SBC and back to the metaswitch? Any input would be awesome.
