Siebel Tools Oracle90 ODBC Connection on Windows Server 2008 64bit not working

Hello

i am trying to install Siebel Tools 8.1.1.14 on a Windows Server 200864bit.

If im trying to configurate the ODBC connection I get the following error:

Specified driver could not be loaded due to System Error 193:

(Siebel Oracle90, d:\siebel\8.1.1.14.0\Tools\bin\seor825.dll)

I am testing this with the 32bit ODBC Client in C:\Windows\SysWOW64\

Is there a way to install the seor823.dll driver without installing other clients/tools?

I have tried to add a Registry Key under HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432NODE\ODBC\ODBCINST.INI but it is not showing in the ODBC.

I can't restart the Server because there are other applications running that cant be turned off.
