Path 17350769 VCP12.1.3.9.1 failing on msddem.odf, "ORA-01720: grant option does not exist SYS.DUAL"

We are on 11.2.0.4.4 Database couple of weeks back upgraded the Database from 11.2.0.4.0 to 11.2.0.4.4

Right now while applying Patch : 17350769    scp_pf    VCP 12.1.3.9.1 PATCH ,

We getting following ERRORS:

FAILED: file msddem.odf   on worker  1.

Workers logs says:

ORA-01720: grant option does not exist for 'SYS.DUAL'

occurred while executing the SQL statement:

CREATE OR REPLACE FORCE VIEW APPS.MSD_DEM_CONSTRAINED_FORECAST_V
