Receiving TNS-03505 when trying to run tnsping via UNC

Hi

We have Oracle Backoffice implemented at 50+ stores which runs on Win Server 2012.  The application folks are trying to automate application install and want to automatically detect whether the database installation is QA or Production based on listener port (QA is one value, Prod is another).  He is trying to execute remote tnsping from his desktop using UNC such as:

\\hostname\d$\app\oracle\product\11.2.0\dbhome_1\bin\tnsping <database name>

but is receiving the tns errors:

Message 3511 not found; No message file for product=NETWORK, facility=TNSTNS-03505: Message 3505 not found; No message file for product=NETWORK, facility=TNS


I have tried testing this myself by creating a batch file that sets the ORACLE_HOME & ORACLE_SID but the results are the same.
