'You have encountered an unexpected error' issue resolved after 'FND: Diagnostics' profile is set to

We have the following situation:
Customer Support 12.1.3, installed patch 20590739: 12.1.3:BUG FIXES FOR CS:MAR'15 RUP PATCH
Page: Update Service Request Tab: Problem and Diagnostic
If we attempt to delete the added file, we have "You have encountered an unexpected error", screenshots attached.
For Exception Detail i set the Profile "FND: Diagnostics" to YES, but to value "YES" error "You have encountered an unexpected error" disappears and the file removes correctly.
What's the trouble? How to fix this error without installing Profile "FND: Diagnostics"?
