can managed attachment screens open in different language other than english?

I am managed attachment solution with Siebel. My customer wants open the Siebel attachment content check in form screen to open in Arabic language. Can we pass some extra parameter with UCM url and can open the UCM check in form in Arabic in Siebel side. Can anybody suggest on this.
