Has anyone experienced changing the hierarchy method resulted in no change to where the burden expen

This is E1 9.1 Payroll.  I am not seeing my debit to burden T3s coming out on my R05229 report.  I have a Table 3 AAI BF entry to the 00000 company and 00000 timecard BU.  I have turned created a Burden Rule off the form exit of P069042.  Any suggestions are welcomed!
