Port unavailable on RPAS 13.4.1.12

We had a Port become unavailable on RPAS 13.4.1.12.  Active Users were able to continue working, but no new sessions were able to be created. we ulimately killed the process the port was running on and restarted. Has anyone experienced anything similar?
