How are other Illinois companies handling prior period reversals?

Since Illinois implemented the SMWL we have been forced to enter balance adjustments every month to offset reversals done in the following pay period when we cross months. So if we reverse the 16-MAR payment in the 1-APR pay period it causes a negative balance for 1-APR. This will cause an error in the SMWL so we have to enter state balance adjustments to offset the negative balance. Also since we have already sent the taxes to the state, we are not able to reverse that because of the offsetting balance adjustment so we are not reimbursed for the taxes.
