Security issue with P31113

Good morning,

I have a security role with full security access to P31113 (Issue inventory) - "y" across the board.  However entries made by this role are not being saved.  The user has access to the application and can enter data (which IS saved), but "Save" is not processing the entries to inventory.  I cannot find reference to, nor see in the application, any other application or UBE that might need to be specified in the user role.  I'm pretty sure it's a security issue because the developer role is able to issue and post inventory using the same version of P31113.
