Is there a way to put a date stamp for late charge run to a set of transactions

here is the background-

We are migrating  set of customers and their transactions from legacy system, Apart from this we have customers and transactions in Oracle,

Now transactions that are getting migrated have already suffered late fees, So once into Oracle we do not want the system to calculate late fees for the first month of migration, Subsequently in the next month we would want the late fees to be calculated for all the customers including the ones migrated.

eg: April we have a set of transaction for customers which is getting migrated to Oracle, All these transactions comes inclusive of the late charges.
