Popup Message on Mouse hover over

For Innovation Pack 2014 patchset 3, we are looking to create popup text messages when hovering over view bar tabs.  Currently we see a generic popup stating either "Second Level View Bar" or "Third Level View Bar."  We would like to create specific messages tied to the Tab being hovered over (ie Accounts List or Service Request List).
