Has anyone encountered an issue when installing OEM w/ Siebel plug in 12.1.0.4.0 on Windows 2012 servers where target.xml file is not updated and Siebel servers report metric collection errors in the OEM console?

We can see that the target.xml files in our W2k12 environments are not being populated (when compared to similar files in a W2k3 environment).  There are minimal errors in the log files, The agent can be started on the client and will perform the initial upload, but then no further uploads are performed.  Using the secure command and addinternaltargets does not change this behavior.  the relevant ports have been opened through the firewall, without success
