oracle 11.2 cluster logs not rotating

My 11.2 cluster logs have stopped rotating on one of my nodes in a 2 node cluster. I thought perhaps it was file permissions, so I unlocked and locked  the GRID home (with rootcrs.pl script). I compared the permission of the log files with the node where the logs are rotating properly, and all looks OK. I can find plenty of information as to what the policy is, but nothing on how it is implemented.

Any help would be appreciated.
