FDPSTP failed due to ORA-04063: package body "APPS.MSC_CL_PULL" has errors

I'm trying to setup ASCP for practice purpose as single node and while I was running Planning Data Pull Worker request I got the following error

FDPSTP failed due to ORA-04063: package body "APPS.MSC_CL_PULL" has errors

i found Note #1906529.1 talking about this error and it said I have to download and apply 7350769:R12.SCP_PF.B patch but I couldn't find the mentioned patch
