When-Validate-Record fire 3 times on Object SERIAL_ENTRY of form RCVRCERC (Receipts)

we are creating form personalization rule to validate serial number entries and prompt users on violation of certain rules, and we found that the error messages popup 3 times.

Eventually, we disable all form personalization rules and turn on 'show custom event', and we found that for each serial range entered, when we move into next line, the when-validate-record is fire 3 times.

what is the problem here? is it a bug? or any where that i can check?
