How to restrict source subinventory/locator for Move Order issues ?

We have multiple departments that raise move order requisitions for general consumption / stationery items (paper, pens,  consumables, etc)

Such items are kept in different locators (separate for items purchased for each department)

We need to restrict the source locator based on destination / expense account of the department entered in Move order requisition.

I also need to know if picking rules can be used to restrict source locator for move order based on move order parameters.
