9.3.1.3 version of P00SPDL no longer works

I worked extremely hard to develop an EDD-BI application, which now works fine in my production environment.  Now we are in the process of upgrading to version 9.3.1.3 of World, and all of a sudden P00SPDL is throwing a "length or start position is out of range for the string operation error" at statement 202 on the call to BLDDWNLO.  Oracle support will provide me with absolutely no help because my base RPG program has been customized.  As a customer, I find this extremely frustrating, incomprehensible, and logically absurd!   Using the procedures specified by JDE in their documentation I modified
