Error while applying HRMS Release Update Pack 11 for 12.0 (R12.HR_PF.A.DELTA.11)

Problem Description
---------------------------------------------------
While applying hrglobal driver it fails with below error in the worker file

ERROR at line 1:
ORA-20001: Phase 2 will cause exceptions to be raised.
ORA-06512: at "APPS.HR_UTILITY", line 939
ORA-06512: at "APPS.HR_LEGISLATION", line 7625
ORA-06512: at line 1
