behaviour of condition formatting for pivot table

Hi,

I would like to confirm about the behavior of condition formatting for pivot table.

BIP:11.1.1.7
If we use the data table, we can set the condition formatting for whole table,
and ABLE to choose the value or element, and able to select the element from the drop down list.

But if we use the pivot table, it is only set the condition formatting for each elements(not whole table),
and UNABLE to choose the element(only able to use the "value" for condition).

I will attache the screenshot for review.

Is this the normal behavior?
