Weeks Worked R07810 for Q1 has wrong number of weeks; E1 9.0 / TR 8.98.4.12

Issue: Running the R07810 Weeks Worked is giving wrong number of weeks worked for many employees.  My understanding it should be calculating based on each PPED as one week; it appears to be counting every line in the F0618 Time Entry History table and PPED and Check Dates are the consistent by line. For example, it should be 13 weeks worked and it is giving 119 weeks worked for one employee and only one weeks worked for another; hours and gross pay are correct/match to F0618.  [processing option for #2 on first tab = 2/ qtr 1 / year 15]  Also, tax ran this in
