CRS-0223: Resource 'ora.node1.vip' has placement error.

HI

I'm Using Oracle 10g Rac database one of my test box i couldnt able to start VIP

While starting VIP i'm getting below error

SDP1:/Oracle_Home/ora_base/app/product/ora10gR2/network/admin>srvctl status nodeapps -n `hostname`
VIP is not running on node: Node2
GSD is running on node: Node2
Listener is not running on node: Node2
ONS daemon is running on node: Node2
DB_NAME:/Oracle_Home/ora_base/app/product/ora10gR2/network/admin>srvctl start nodeapps -n `hostname`
CRS-1028: Dependency analysis failed because of:
