Implementing Recargo de Equivalencia in R12.2.3

In 11i, Customer site level had Tax classification where we would select RDE, however, when Upgraded to R12.2.3, the RDE is shown under geography. Has anyone implemented "Recargo de Equivalencia" for its spanish customer. What are the setups and any help or link that will help me to implement.
