Unable to create a new Legal Entity due to empty Territory LOV

We have several Legal Entities and several ledgers created before in our system, in diffrenent countries.
Today, we want to create a new Legal Entity , but I am unable to because the LOV for Territory is giving NULL.
I searched metalink and followed the recommended solutions but it didn't resolve the issue.

How to Create a New Territory for Selection in the Territory Field LOV when Setting up a Jurisdiction in Legal Entity Manager? (Doc ID 739460.1)

Countries Serbia, Montenegro Are Not Available In The Territory LOV When Creating New Jurisdictions In Legal Entity Application. (Doc ID 465841.1)
