Does the EDD job queue have to be single threaded?

I am having all kinds of trouble getting my EDD application to function correctly in version 9.3.1.3, while it worked fine in a previous version.  The latest problem seems to be that it cannot refresh my XML file.  The name of my XML file is STATEMENTS.XML, but every time that I run my application is names the file STATEMENTS_1.XML.  Like it tried to replace it, but the file was locked so it created another version of the file.  Can anybody else shed some light on this?  I seem to recall reading somewhere that the job queue to which the EDD
