Intermittant Workflow Error in Execution

Hoping someone has an idea here.

I've written a workflow that works about half of the time.  When it errors out, I check the P98860 and I notice that random users (Not the users who initiated the workflow) are showing up in the PIUSER field.  Why does it now show the initiator of the workflow?  Depending on the user, the UBE completes successfully or fails.  Anyone seen this before? Can you let me know how you fixed it.   Would this cause UBE called from workflows to fail?
