high balance amount (AHB) definition

I am trying to verify the high balance amount (AHB) in F03B16. However there are different definitions depending on which document you are reading. Which definition is the correct definition? I have already opened a SR, but the support analyst doesn't know and has refer the question to development. However it has been 15 days and there is no answer from development.

High Balance Amount (AHB)

  If the Through date is set to today’s date or older:
     High Balance is the highest amount open of a previous period with the
     highest balance.
