Difference between Locking Period and Publishing Data in Process Control

Hi

Could some one explain whats the difference between Locking a Period in HFM and promoting the same period data to Publish status in HFM/Process Control.

1.Are they both considered data locked?

2.What would be the impact with consolidations in both situations
