Receipt not eligible for reverse

Hi,

I am use JDE 9.1.5, I getting above error which was working ok in earlier JDE tool release.

I made Receipt routing setup to update on hand stock at my last operation as "STK".

Received PO by item - P4312

item moved to moment and disposition - P43250 and moved till last operation STK which has updated stk.

No partial on this line- All received.

This line found available in Open receipt P43213 with OV document #, In this screen" Routing process is showing Y" , even though there is no quantity in P43250.

When I try to reverse receipt for this line. It givens me above error.
