How to restrict Items while Booking Sales Order?

Dear All,

As standard When sales Order is going to be picked than Items are going to be reserved, but here our business process needs some change that while Order Book, Items should be reserved and can not be picked for any other sales Order.

So is it possible to map this requirement?

We don't want to move items from FGI to STG Sub Inventory, when a sales Order is entered and then Booked, than those items should be reserved and can not be used for any other sales order. After that when we run the pick slip than items transfers from FGI to Stg and than Shipping process starts...
