How to optimize the xml (rtf) template

One of our concurrent programs is erroring out with the below message. Can someone please guide how to optimize the rtf template, are there any guidelines for the same. Attached is the rtf template

Post-processing of request 21962860 failed at 07-APR-2015 19:41:16 with the error message:

The concurrent manager has timed out waiting for the Output Post-processor to finish this request.
 
Check that there are enough Output Post-processor service processes running.
