Is it possible to create Mass Allocation Across Ledgers?

We have a business requirement whereby if a balance exists in an account combination in a specific ledger then the balance should be swept out of that combination and transferred to a combination in a different ledger. I am atttempting to create an allocation that will do this but can seem to get it working or if it is even possible. An example of my scenario is as follows;

• PTD Balance of $100.00 exists in Ledger 1 account combination AAA.1234
• 100% of this PTD balance needs to be cleared from this account combination so the target is Ledger 1, account combination AAA.1234
• PTD value needs to be transferred to combination in different ledger so the
